If you scratch a parked car, it’s better to just let it go. At first glance, you’re a bad guy. But the law is set up like this. Even if you get caught and go to the criminal law, the fine is 200,000 won
/ 15 penalty points. Of course, if you get caught, you’ll have to pay a separate repair fee, but Article 156 (Penalties) of the Road Traffic Act.
A person who falls under any of the following items shall be subject to a fine of 200,000 won or less, detention, or a surcharge.
A person who does not provide personal information to the victim in cases where it is clear that only a parked car was damaged pursuant to Article 54, Paragraph 1,
Item 2 It’s extremely difficult to report and catch them, and it’s hard to notice them at first! Every time you get in a car, does anyone look around to see if their car is scratched? I don’t know.
And after about a week, “Hey, what’s that scratch? Some guy scratched it.” Then you just can’t catch him. Did you catch that guy?
Even if you catch them, they only pay 200,000 won. Because the Road Traffic Act does not apply to apartments and parking lots,
which are not roads. Even if you catch someone who scratched your car and ran away, there is no way to punish them other than filing a separate civil lawsuit and claiming the cost of car repairs.
